Road traffic accident is the 9th important cause of global morbidity in 1998. In Thailand, the police statistics indicate that there were 12,234 road fatalities in 1998, as a result of 73,725 recorded crashes. Road crash is the number one cause of death in provincial hospitals in the country. To effec-tively deal with the accident problem, systematic approach to the problem is required. In particular, the development of a community safety plan is essential. This paper describes guidelines for the development of community safety plan, it is based on the model developed in Australia.
