Research objectives of "Roles of Higher Civil Service Officer in Policy Formation : A Case of Rural Employment Generation Project" were finding out steps in formulation and information needed. Documentary search and selected higher civil officers interview were main data gathering methods.
Rural Employment Generation Project (REG Project) was approved by the cabinet in 1980. The project was an extended and expanded from two previous governments. Major General M.R. Kukrit Pramoj in 1975, and General Kriangsak Chamanan in 1978. Each year Rural Employment Committee was established and issued numbers policy guidelines as a working document for those who worked in the project.
Beside results of yearly evaluation as a working guidline issued by the Committee, information gathered from regional follow-up, and engineering committee was used also. The finding revealed the REG Project has pointed out to show that the REG Project tended to use Incremental Decision Theory as policy framework.
Another finding was that throught the involment of Tambol Council in yearly planning and management was a natural learning process to attain local administration objectives.
