The purpose of this study were to find out the conditions and the expectations of the Direct-to-Home Educational and Instructional Television Programs (DTH.ETV. and ITV. Programs) consumers in the 5 southern border provinces of Thailand toward the types and the internal component of the programs. The total of 420 samples were simple randomized from the Non-formal and Informal Edu-cation Program's volunteer teachers and students, the teachers from secondary and primary schools,
and students from secondary and primary schools of the Formal Schooling System, and the administrators or supporters, who consume and relevance to the DTH.ETV. or ITV. Broadcasting Programs. The data were submitted and analyzed in both quantity and quality aspects through interviewing and questionnaire method. The received data was reviewed and statistically manipulated. The findings
are as follows :-
1. The overall scenario conditions of consuming the DTH.ETV./ITV. Of the samples, the rest of them were experienced in consuming the broadcasting programs for the Informal, Non-Formal
and Formal Educational System, which provided by Ministry of Education of Thailand through the DTH.TV. System. The most comsumed program was for the Formal Educational System, followed
by Non-formal and Informal Educational System. The average experience of the samples to the DTH. ETV./ITV. broadcasting programs were 1.64 years. The programs for the secondary education level of Non-formal Educational program were the most favored among the broadcasting programs, the next being the programs for the Formal Secondary Educational level, Primary Educational level and the distance educational programs for the Certificate in Vocational programs.
For the Supplementary Programs, the extra tuition programs for entrance to university were the most popular program among the upper secondary students. Step down consuming programs were the tele-training and the tele-meeting programs.
2. The perspective attitudes of the sample toward the quality of the DTH.ITV./ETV. Programs, as overall, were of good quality, efficiency, easy to understnad and offering knowledge to the audience. There was some perspective among the students of secondary level, primary level and informal pro-gram, it reflected their attitudes in the different ways : the overall programs' quality were not so good, difficult to understood, and not efficient in offering knowledge.
The quality of using of the language in the programs, as overall, was appropriately used and suited to each educational level. There was a little bit fast of pace in speaking and explanation by some instructors. There were some reflections in the negative way from the students of the secondary level, primary level and informal educational programs concerning the usage of the language of some pro-grams as not so appropriated and difficult to understand.
The quality of the hosts and instructors overall performance were acceptable and had good personalities. The standard of using language was appropriate. There were some feedback from the secondary and primary teachers to the appeal of some hosts and instructors in the opposite perspective such as pure personality and the method of instruction was no attractive to the students and their explanation were some time hard to understand.
The quality of the graphic and the arts of television in the program, in general was good, looked nice, up dated, attractive and easy to read. There was some graphic and characters not appro-priately used and had to observe.
The quality of the illustration in the program, was good and properly used. Most of the sam-ple was satisfactory. There was some feedback from a part of the sample thought that some program lacked of illustrations.
The quality of the Audio in the programs, as overall, were good, appropriated using and
made the programs more attractive.
The quality of the Visual and the Television Arts in the programs, as overall perspective, were good, properly used which made the programs more attractive and helped the students to understand easily.
The programs broadcasting timetable (broadcasting Programming), as the overall perspective, were acceptable. There were some trouble for receiving the programs in the schools because of many sections for the same class and it could not provide the program to all classrooms synchronously. Anyhow, this problem was solved by the schools by recording the broadcasting programs into video forms then distributed to the rest of the class at different times. Most of the samples were agreed with the time space of each program while the rest of the samples were separated into two opinions, one thought that the time space was too short for some program, hence then some program had to be
shorten with rushed presentation. While the rest thought that the time space was too long and caused boring.
The frequency of the program re-presentation (repeated) was properly done. Also there were some of the samples thought that the frequency of the program re-presentation was not enough.
The opinion toward to the type of DTH television programs, most of the sample were satis-fied in the variety of the usage types of the program. Some of the sample thought that most of the programs were using the same type of presentations. Making it unattractive and boring.
3. The expectation to tye types and the internal components of the DTH.ETV./ITV. Programs of the samples were as follows :
Contents of the program, is most expected to stress the supplementary part of the curricu-
lum. The style of presentation of the content was in the form of complete integration. If possible each program presentation should be completed and cover the requirements of the curriculum. There were some perspective of the sample expectation to have the extra content relevance to the content fixed
by the curriculum.
There were some expectation to the program to have any modes of two-ways interaction between the program's instructor and the DTH.ITV./ETV. Students such as : the Phone-in, the Video Tele-conferencing system, Correspondent mode and so on.
To the type of program, most of the samples were expecting to have more variety in type of program presentation. Any how the live program or the whole recording phenomena of the perfect instructional process from the classroom of the best teacher or from the best teacher, were highly preferred.
To the internal components of each program, as overall expectation, the samples prefer the internal components of the Instructional Television Program Type more than of the Educational Television Program Type. The program internal components with high expectations, were : the Title, program objective address, the sequence of content presentation/instruction, the sample or illustra-
tion, the sub title, the conclusion, the post test.
